Nearly every Irvine village runs an architectural review through its community association, and that approval has to land before the City of Irvine building permit rather than alongside it. Separately, the City of Irvine requires building permits for patio covers above the exempt size, for gas and electrical work serving a BBQ island, and for pools and spas. Three state requirements apply regardless of village: Title 24 energy standards govern the outdoor lighting you install and require replacement or new pool circulation pumps to be variable-speed with compliant pipe sizing. A single-speed pump is not a legal installation. California's model water-efficient landscape ordinance applies to qualifying landscape areas on permitted projects, which means an irrigation schedule, hydrozone plan and plant list as a submittal item. And where a permit is issued for pool construction or remodel at a private single-family home, the Swimming Pool Safety Act requires at least two of the listed drowning-prevention safety features. Fencing changes the patio layout, so decide it during design. #### The 36-inch side gate problem Most Irvine tract homes have a 3 ft side gate and block wall on three sides.
