Designing a yard that is safe without looking fenced California requires at least two approved drowning-prevention safety features whenever a building permit is issued for construction of a new pool or spa, or for remodeling an existing one, at a single-family home. That is the Swimming Pool Safety Act, and the two-feature standard has applied since January 1, 2018. You pick which two from a list of seven. The inspector verifies them at final. Choose early, because a compliant barrier line changes where the pool sits, where the gate swings and how the yard flows. Retrofitting a barrier onto a finished landscape is the expensive way to do it. In this article 1. The two-feature rule and what triggers it 1. The seven approved features, and what each costs 1. Fence specifications that actually pass 1. Drains, suction outlets and entrapment protection 1. Where local rules go further than the state 1. Designing a yard that is safe without looking fenced #### The two-feature rule and what triggers it The trigger is the permit, not the pool. Pull a building permit for a new pool or spa, or for a pool remodel, at a private single-family home and the project must include at least two of the state's listed drowning-prevention features before final sign-off. That catches more remodels than owners expect. A replaster-only job that never goes through the counter usually does not trigger it. A remodel that includes new coping and tile, a new equipment pad, a raised spa, or any structural change usually does, and the inspector will look for the two features on a pool that has been in the ground since 1985. It also applies statewide. A city can require more than two, or dictate which types are acceptable, but it cannot accept fewer. Assume two as the floor and check locally for anything stricter. Pro Tip Decide the two features during design. They affect the fence line, the gate location and the door hardware on the house. #### The seven approved features, and what each costs The statute lists seven. In practice, homeowners choose from these. Isolation enclosure meeting the state's dimensional rules. Tubular aluminum runs about $45 to $85 per linear foot installed; frameless glass panel fencing runs $150 to $300 per linear foot. Removable mesh fencing with a self-closing, self-latching gate: roughly $18 to $30 per linear foot, and it comes out when guests arrive. Approved safety pool cover meeting ASTM F1346: manual track covers $4,000 to $9,000, automatic covers $12,000 to $25,000 depending on span and whether a vault is built into the deck. Exit alarms on doors and windows giving direct access to the pool: $150 to $400 per opening. Self-closing, self-latching devices on those same doors, with the release at least 54 inches above the floor: $200 to $500 per door. Pool alarms meeting ASTM F2208: $250 to $900. Other approved means of protection, if the local building official accepts it as equally effective. Ready to Start Your Project? Schedule a free consultation with our design team. Minimum height is 60 inches, measured on the outside. Vertical clearance from the ground to the bottom of the enclosure is limited to two inches, measured on the side away from the pool. No gap in the barrier may allow a four-inch sphere to pass through. Nothing on the outside face may function as a climbing aid, which is why horizontal rails, lattice tops, planters, air conditioning condensers, retaining walls and boulders next to the fence all get flagged. Gates open away from the pool, are self-closing and self-latching, and the latch release sits no lower than 60 inches above the ground when it opens toward the pool area. Glass panel systems meet these numbers with 12mm tempered panels and spigot or channel mounts, which is why they are common on Newport Beach and Manhattan Beach jobs where a fence would kill the view. Pro Tip Set the fence line at least 24 inches back from anything climbable. It is the single most common correction at final. #### Drains, suction outlets and entrapment protection Barrier rules get the attention; suction entrapment quietly fails more inspections on remodels. Pools and spas need anti-entrapment suction outlet covers compliant with ASME A112.19.8, and those covers carry a stamped service life (typically five or seven years), after which they must be replaced. On a remodel, inspectors look for the date. Expect $150 to $600 per outlet to replace covers and hardware. Single main drains need a secondary layer of protection: dual drains spaced at least three feet apart, a safety vacuum release system on the pump, an approved automatic pump shut-off, or an unblockable drain. A safety vacuum release system runs about $600 to $1,200 installed. Splitting a single drain into two on an existing shell is a plumbing and gunite job, usually $2,500 to $6,000. If you are already reworking equipment, do the drains at the same time. Opening the shell twice costs more than doing it once. #### Where local rules go further than the state The Swimming Pool Safety Act is a floor. Cities and counties across Southern California layer their own barrier requirements over it, and they vary in ways that matter at design stage. Some jurisdictions require a true isolation barrier (one that separates the house itself from the pool) rather than accepting a perimeter property fence plus door alarms. Some specify gate hardware, self-latching direction or maximum gate opening width. Some enforce stricter climbability rules around adjacent hardscape, planters and retaining walls. Some treat a spa with an approved locking safety cover as fully compliant on its own; others do not. The practical move is to ask the plan check counter one question at the start: does this jurisdiction accept the house wall as part of the barrier. If the answer is no, your fence line moves inboard, the yard splits into two zones, and the design has to absorb that before anything is built. Pro Tip If a barrier separates house from pool, plan the gate at the natural traffic line. People prop open gates that sit in the wrong place. #### Designing a yard that is safe without looking fenced A compliant barrier does not have to read as a chain-link cage. Three approaches work on high-end Southern California yards. Frameless glass on the view side, planted fence elsewhere. Glass carries the 60-inch height and the four-inch gap rule while keeping sight lines to the canyon or the water. Budget $150 to $300 per linear foot. Grade change as part of the barrier. A raised pool deck with a retaining wall on the low side gets height for free, provided the wall face is measured correctly from the outside and nothing climbable sits against it. Removable mesh plus a cover. Two features, both reversible, roughly $4,000 to $12,000 combined, and the mesh disappears when the children grow up. What does not work is designing the yard first and hanging a barrier on it afterwards. Gates end up in the wrong place, planters end up against the fence, and the correction list at final is long. Pro Tip Run the barrier line on the site plan before the pool shape is finalized, not after. #### Final Thoughts Two features is the legal minimum, not the design target. Pick the two that suit how the household actually uses the yard: a family with a three-year-old needs something different from a couple who entertain. Set the barrier line while the plan is still on paper, verify drain covers if the pool is existing, and confirm whether your city accepts the house wall as part of the barrier. Those decisions are cheap early and expensive late. Not on its own. The two-feature requirement attaches when a building permit is issued for new construction or a remodel. If you never pull a permit, the state does not force a retrofit. Selling the property is a separate matter: drowning-prevention features are a disclosure item, and buyers routinely negotiate on them. Is a safety cover enough by itself? No. An ASTM F1346 safety cover counts as one of the two required features, so you need a second: commonly exit alarms on the doors giving direct pool access, or self-closing hardware with the release at least 54 inches above the floor. Manual track covers run $4,000 to $9,000; automatic covers $12,000 to $25,000. Do spas need a barrier too? Yes, if the water is deeper than 18 inches, which covers essentially every built-in spa. A spa fitted with an approved locking safety cover satisfies the requirement in many jurisdictions without a separate fence, which is why standalone spa projects often go that route. Confirm with the local building official before ordering the cover. Can my house wall count as part of the pool barrier? It depends entirely on the jurisdiction. Some accept the dwelling as one side of the enclosure provided the doors carry alarms or self-closing hardware. Others require a true isolation barrier separating house from pool, which changes the whole yard layout. Ask this question before the site plan is finalized, not at plan check.
