Glendora Glendora, California ### Luxury Remodeling in Glendora Glendora's hillside rules count the pool deck toward lot coverage, but not the water. Building Here #### A Route 66 Town Below the San Gabriels Glendora sits at the eastern end of the San Gabriel Valley, at the base of the San Gabriel Mountains along historic Route 66, with the South Hills rising south of most of the city and the Glendora Village as its downtown. Most of its homes are single-family houses built from the 1960s through the 1980s on modest flatland lots, and parcels grow larger as the streets climb toward the foothills. Parcels that average ten percent slope or more fall under the city's hillside rules: grading is prohibited on natural slopes over 35 percent, no structure may sit within fifty horizontal feet of a ridgeline, and pool decking counts toward a lot coverage cap that shrinks as the slope steepens. Those same standards call for interior fire sprinklers, fire-retardant building materials and a fuel modification plan consistent with Los Angeles County Fire Department requirements, and CAL FIRE maps the foothill streets along the northern edge and parts of the South Hills as a Very High Fire Hazard Severity Zone. Across most of the flat, non-hillside city, the Community Plan's Low/Medium Density designation describes typical lots of 7,500 to 8,500 square feet in the R-1 and E-3 zones. The Low Density areas that form the transition toward the hillsides allow lots of 10,500 to 30,000 square feet in the E-5, E-6 and E-7 estate zones, and the Hillside Very Low Residential designation, paired with the RHR zone and the largest estate zones, calls for lots of at least one acre. Under Municipal Code Section 21.04.030, parcels with an average slope of ten percent or more follow hillside development standards: where more than 150 cubic yards of grading is involved, a development plan must be approved before a grading or building permit is issued; grading is prohibited where natural slopes exceed 35 percent; lot coverage, which counts impervious surface, steps down from 25 percent to 5 percent as average slope rises, with pool and spa water surface excluded but pool decking counted; and retaining walls visible from a public right-of-way are limited to six feet. Alterations to buildings in the city's one designated historic district, a residential neighborhood near the Glendora Village, are reviewed by the Planning Commission and require a Certificate of Appropriateness. Ordinance 2099, adopted September 8, 2026, updated the city's accessory dwelling unit, junior ADU and SB 9 unit rules for consistency with state law. Permit details checked September 2026 against [City of Glendora](https://www.cityofglendora.gov/Services/Building-And-Safety-Division) and [Glendora Municipal Code](https://ecode360.com/43768285) . Rules change, so we confirm them again for your parcel. ##### What We Plan For - Hillside development plan and slope analysis - Slope-based lot coverage for pool decks - Fuel modification plans to LA County Fire standards - Historic district Certificate of Appropriateness - Rural hillside limits on detached structures 1. CAL FIRE's local responsibility area map dated March 24, 2025 places the foothill streets along the city's northern edge, Easley Canyon Road among them, and parts of the South Hills in the Very High Fire Hazard Severity Zone, with High zone on some blocks just below the foothills. The municipal code describes the city's fire hazard zone as large natural growths of chaparral exposed to Santa Ana winds, with steep terrain that makes firefighting access difficult and generally lower water pressure. 1. Parcels averaging ten percent slope or more must use stepped foundations, exterior colors drawn from earth tones wherever possible and landscaped, irrigated manufactured slopes, and the code asks that structures fit into the hillside rather than the hillside being reshaped to fit them. 1. The hillside standards prohibit development near canyons to protect the watershed, and lot coverage excludes debris basins or maintenance roads in easements managed by the Los Angeles County Flood Control District. 1. In the Rural Hillside Residential zone a lot may carry up to two detached accessory structures totaling no more than 1,000 square feet and 16 feet in height, with one open patio of up to 400 square feet exempt, so a pool house, cabana or detached garage is planned against that shared allowance. ##### Neighborhoods We Serve - Glendora Village - Alosta - Glendora Foothills - Easley Canyon - South Hills Services #### What We Build in Glendora Each page covers permits, costs and the build process in Glendora.
