The decades that followed produced the city's historic residential districts: Lincoln Park, with more than 800 buildings, most dating from 1900 through the 1930s; Wilton Heights beside it; and Hacienda Park, whose homes date from the 1930s through the 1960s. Later master-planned neighborhoods took to the hills near Ganesha Park and across Phillips Ranch, where curving streets adjust to the slopes around retained fingers of open space. On the historic streets, exterior work begins with historic preservation review. In the hills, it begins with slope, soils and fire exposure. Single-family streets on the older gridded blocks around downtown, where a historic district shows up on the zoning map as an -H suffix, and the master-planned tracts of Phillips Ranch and Mountain Meadows, laid out after most of the valley floor had been developed and each governed by its own specific plan. In the Phillips Ranch single-family district, a room addition keeps a 25-foot rear yard measured to the property line or to the toe or top of a slope, and a fully roofed patio cover needs a 5-foot side yard and a 10-foot rear yard. We are a design-build team, which means the people who draw your project are the people who build it. Design, engineering, permits and construction run through one project manager and our own crews, so nothing gets lost in a handoff between a salesperson and a subcontractor. We are licensed, bonded and insured, [CSLB license #1119054](https://www.cslb.ca.gov/OnlineServices/CheckLicenseII/LicenseDetail.aspx?LicNum=1119054) . Permits in Pomona: Residential permits come from the Building and Safety Division of the Development Services Department at City Hall, 505 South Garey Avenue, while zoning questions go to the Planning Division in the same department. The division's grading handout requires a grading permit, with plans stamped by a California-registered professional engineer and a geotechnical report, for earthwork that disturbs at least 50 cubic yards of soil or that the Building Official calls for based on site characteristics or location. The Zoning and Development Code's pool standards keep a pool and its mechanical equipment at least 5 feet from rear, side and street-side lot lines and out of utility easements, and keep a pool with more than 150 square feet of water surface at least 5 feet from any wall of the house. The division's fencing handout calls for a permanent 5-foot fence completely surrounding any pool, spa or other body of water over 24 inches deep, in place and approved by the building inspector before plastering and filling. In the six historic districts, the code's definition of alteration reaches grading, surface paving, walls, fences and tree removal, and no permit is issued for work on a historical resource until a Certificate of Appropriateness or Certificate of Historic Compliance is in place. Additions and new accessory structures there go to the Historic Preservation Commission for a Major Certificate of Appropriateness, and where an ADU needs one, the code limits that review to architecture. Permit details checked September 2026 against [City of Pomona](https://www.pomonaca.gov/government/departments/development-services/building-and-safety-division/building-application-forms) . Rules change, so we confirm them again for your parcel. Slope and soils questions come first for any pool or terrace there. 02 About 27 percent of the city, some 4,025 acres, falls within areas susceptible to liquefaction, generally at the base of hills in the northwest, west and southwest of the city. The General Plan's seismic hazard map labels this ground a liquefaction area of required investigation, which makes soils work an early question for a pool shell or ADU foundation. 03 The General Plan maps large areas of high wildfire risk in Phillips Ranch and the Ganesha Hills, where open space meets steep slopes, and notes that neighborhoods next to those areas can be affected if a fire spreads, so planting and material choices near the open space are made with fire exposure in mind. 04 Filling in an old pool takes a grading permit whichever method is used. Leaving the shell in place under uncertified fill is an option only on ground sloping no more than 10 percent, with two drainage holes cut in the floor, the filled area kept to landscaping, and a covenant recorded before the demolition permit is issued. One local condition that shapes the work: The General Plan places Pomona's steep hills in the Ganesha Hills south of the Fairplex and in the Phillips Ranch area, and it confines the city's landslide risk to parts of those same two areas, most of it on designated open space. Slope and soils questions come first for any pool or terrace there. Which parts of Pomona do you work in? All of it, including Lincoln Park, Wilton Heights, Hacienda Park and Phillips Ranch. Our crews run every job out of our Cahuenga Pass base in Los Angeles, with our own people on site. What does an ADU or addition cost in Pomona? Detached ADU: generally $150,000 to $400,000+ across Southern California. What moves it is square footage, finish level, utility runs, and site access; garage conversions typically run well below a ground-up detached build. We give line-item pricing after seeing the site rather than quoting a number over the phone. How long does an ADU take start to finish? Plan a realistic year. Design and engineering typically take one to three months, city plan check and corrections add several more, and construction usually runs four to eight months depending on size and site access. Is a garage conversion cheaper than a detached ADU? Usually yes, and often substantially, because the foundation, walls and roof already exist. The trade-offs are that you lose the garage, and older slabs and framing sometimes need upgrading to meet current code. Can I rent the ADU out? California ADU law is designed to allow long-term rental, and an ADU is one of the few ways to add rentable square footage to a single-family lot. Short-term rental rules vary by city, so confirm your local ordinance before counting on that income. Do you handle the permits? Yes. Plans, engineering, Title 24 and the city submittal are all handled in-house, including responding to plan-check corrections. That is a service we sell on its own, so it is not something we hand off. #### More Services in Pomona [Pool & Spa Remodeling in Pomona](https://www.remodelyourvibe.com/services/swimming-pool-spa/pomona) [Backyard & Outdoor Living in Pomona](https://www.remodelyourvibe.com/services/exterior-remodeling/pomona) [Everything we build in Pomona](https://www.remodelyourvibe.com/service-areas/pomona) #### ADUs & Additions Nearby [ADUs & Additions in Claremont](https://www.remodelyourvibe.com/services/adus-additions/claremont) [ADUs & Additions in La Verne](https://www.remodelyourvibe.com/services/adus-additions/la-verne) [ADUs & Additions in San Dimas](https://www.remodelyourvibe.com/services/adus-additions/san-dimas) [ADUs & Additions in Diamond Bar](https://www.remodelyourvibe.com/services/adus-additions/diamond-bar) [ADUs & Additions in Chino](https://www.remodelyourvibe.com/services/adus-additions/chino) [ADUs & Additions in Chino Hills](https://www.remodelyourvibe.com/services/adus-additions/chino-hills) Planning Guides #### Before You Build in Pomona Costs, materials and process notes from our own projects.
