Plans, Permits & Design in Laguna Beach
Architectural drawings, structural engineering, Title 24 and full permit management. Designed, permitted and built by our own crews.
Plans, Permits & Design built for Laguna Beach properties
Steep is the baseline. Lots stack down canyon walls and up hillsides, driveways are one car wide, and a pool excavation often means conveyor belts and small equipment instead of a dozer and a dump truck. Nearly the whole city sits in a very high fire hazard severity zone, so ember-resistant assemblies and fuel modification shape material choices. We budget geotechnical work and Design Review Board time from day one.
Lots are small, irregular and almost never flat — many stack vertically down a canyon wall or perch above the street with the living level above the garage. Usable outdoor space is often created rather than found, using decks, terraces and cut-in patios.
We are a design-build team, which means the people who draw your project are the people who build it. Design, engineering, permits and construction run through one project manager and our own crews, so nothing gets lost in a handoff between a salesperson and a subcontractor. We are licensed and insured, LIC #1119054.
Permits in Laguna Beach: Building permit applications are submitted on forms provided by the Community Development Department, Building Division, with plan check through the city's public permit portal. Nearly the entire city lies within the Coastal Zone, and Coastal Development Permits are processed by the city under its certified Local Coastal Program, with the Community Development Director able to act on some applications and the Coastal Commission retaining appeal authority. Most exterior work that changes bulk, height or street-visible appearance also goes to the Design Review Board, or through Administrative Design Review for smaller items. Roughly eighty-five percent of the city falls in a CalFire Very High Fire Hazard Severity Zone, so fuel modification and ember-resistant construction requirements apply widely, and hillside parcels commonly require geologic, soils and slope-stability reports.

Local Conditions
What building in Laguna Beach actually involves
Every city in Southern California builds differently. These are the things that change the scope, the schedule or the budget on Laguna Beach projects.
Canyon and hillside slopes are steep enough that pool excavation is usually done with mini-equipment and conveyor belts, with spoils hauled out in small loads rather than by dump truck.
Historic landslide and unstable-slope areas mean geotechnical investigation, caissons and engineered retaining systems are routine rather than exceptional on downslope lots.
Streets are narrow, often one lane with no shoulder, so concrete pumps, crane picks and material deliveries need traffic control and tight scheduling windows.
Marine humidity and salt exposure combine with dense canyon vegetation to drive both corrosion-resistant hardware and ignition-resistant exterior assemblies.
Investment
What this costs in Laguna Beach
Real Southern California ranges, not a teaser number. Every project is priced line by line after we have seen the site.
Plans, drawings and permit management
$4,500 to $25,000+
What moves it: project type and size, whether structural engineering, Title 24 or a soils report is required, and how many jurisdictions or review bodies are involved
Detached ADU
$150,000 to $400,000+
What moves it: square footage, finish level, utility runs, and site access; garage conversions typically run well below a ground-up detached build
Retaining walls
$60 to $150 per face foot
What moves it: height, whether the wall is engineered, material choice, drainage behind the wall, and access for equipment and materials
How We Build
Your Laguna Beach project, step by step
Feasibility
We check zoning, setbacks, easements and utilities to confirm what the property will actually support before you spend on drawings.
Survey & As-Builts
The site and existing structure are measured and drawn so the permit set starts from reality, not an old plot plan.
Design Development
Plans and elevations developed to the level of detail plan check expects, with 3D so you can see it clearly.
Consultants
Structural engineering, Title 24 and, where the site needs it, a soils report are coordinated into one set.
Submittal
We make the submittal and act as the applicant, so correspondence with the city comes to us rather than to you.
Corrections & Issue
We respond to plan-check corrections, resubmit, and see the permit through to issue.
Laguna Beach Questions
Common questions from Laguna Beach homeowners
Who issues the permits for this work in Laguna Beach?
City of Laguna Beach Community Development Department, Building Division. Building permit applications are submitted on forms provided by the Community Development Department, Building Division, with plan check through the city's public permit portal. Nearly the entire city lies within the Coastal Zone, and Coastal Development Permits are processed by the city under its certified Local Coastal Program, with the Community Development Director able to act on some applications and the Coastal Commission retaining appeal authority. Roughly eighty-five percent of the city falls in a CalFire Very High Fire Hazard Severity Zone, so fuel modification and ember-resistant construction requirements apply widely, and hillside parcels commonly require geologic, soils and slope-stability reports. We prepare the drawings, make the submittal and handle plan-check corrections ourselves, so you are not the one chasing the city.
What makes building in Laguna Beach different?
Lots are small, irregular and almost never flat — many stack vertically down a canyon wall or perch above the street with the living level above the garage. Usable outdoor space is often created rather than found, using decks, terraces and cut-in patios. In practice that means canyon and hillside slopes are steep enough that pool excavation is usually done with mini-equipment and conveyor belts, with spoils hauled out in small loads rather than by dump truck..
Which parts of Laguna Beach do you work in?
All of it, including North Laguna, Woods Cove, Bluebird Canyon, Three Arch Bay. We are based in Los Angeles at Cahuenga Pass, so Laguna Beach is a short run for our crews rather than a job we service from out of the area.
What does plans, permits & design cost in Laguna Beach?
Plans, drawings and permit management in this market generally runs $4,500 to $25,000+. What moves it is project type and size, whether structural engineering, Title 24 or a soils report is required, and how many jurisdictions or review bodies are involved. We give line-item pricing after seeing the site rather than quoting a number over the phone.
Can you do the plans without doing the build?
Yes. Plans and permits is a service we sell on its own, and plenty of clients use us for the drawing set and permit management and build with someone else. We would rather do it properly than tie it to a construction contract.
Why do permit costs vary so much?
Because the required consultants vary. A straightforward patio cover needs a modest set. An ADU on a sloped lot may need structural engineering, Title 24, a soils report and a survey, and each of those is a separate specialist fee on top of the city's own plan-check and permit charges.
What causes plan-check corrections?
Most commonly incomplete structural detail, missing Title 24 forms, drainage not shown, or a discrepancy between the site plan and the survey. Corrections are normal, not a failure. The thing that costs time is a slow response to them, which is why we act as the applicant.
Do you handle HOA approval too?
Yes, where a community requires it. HOA architectural review runs on its own calendar and its own standards, entirely separately from the city, and starting it late is one of the most common reasons a project slips.
