Built for Hacienda Heights Homes

Hacienda Heights spent most of the first half of the 20th century as citrus, walnut and avocado country, and it was called North Whittier Heights until 1961. Subdivisions began around Kwis Avenue in the early 1950s, and the post-war building boom edged out the orchards in favor of the single-family neighborhoods that define it today.

It remains unincorporated, with no city hall, so Los Angeles County handles its planning and building permits. Its southern edge rises into the Puente Hills, and the County counts views of those hills and the San Gabriel Mountains among the community's primary assets.

On the hillside lots, fire zone status, slope and distance from a mapped Significant Ridgeline come ahead of any conversation about finishes.

Mostly single-family homes from the post-war suburban boom, many set on inward-facing, non-connecting streets and cul-de-sacs. Toward the south and on the western slopes, the ground rises past 25 percent slope into the Puente Hills, where ridgeline, fire and hillside rules begin to shape what fits on a lot.

We are a design-build team, which means the people who draw your project are the people who build it. Design, engineering, permits and construction run through one project manager and our own crews, so nothing gets lost in a handoff between a salesperson and a subcontractor. We are licensed, bonded and insured, CSLB license #1119054 .

Permits in Hacienda Heights: Hacienda Heights is unincorporated, so building permits come from Los Angeles County Public Works, Building and Safety, through its La Puente District Office, and when Fire Department plan approval is required, building plans for the community go to the Diamond Bar Fire Prevention office.

The office's agency referral sheet flags hillside development on slopes of 25 percent or more for drainage plan check covering stormwater (NPDES and Low Impact Development) compliance, and where grading plan check applies, rough-grade approval is required before the building permit issues.

Zoning falls under the East San Gabriel Valley Planning Area Standards District (Title 22, Chapter 22.366), effective June 20, 2024, which keeps the highest point of a structure at least 50 vertical feet and 50 horizontal feet from a designated Significant Ridgeline, bars any part of a structure from blocking the view of one from a designated Scenic Route, and requires a Variance where a lot cannot meet those standards.

Permit details checked September 2026 against LA County Public Works and LA County Planning . Rules change, so we confirm them again for your parcel.

What We Build

Local Conditions

What to Know in Hacienda Heights

These local conditions change the scope, the schedule and the budget.

01

County planning for the East San Gabriel Valley Area Plan places many portions of Hacienda Heights within Very High Fire Hazard Severity Zones and Hillside Management Areas, along some 25 miles of wildland-urban interface around the Puente Hills.

02

Ground above 25 percent slope runs through the southern part of the community and the western slopes around the Puente Hills Landfill site, and County plan check routes any structure within 1,000 feet of a landfill to methane and contaminated-soil review.

03

Slope stability, over-steepened slopes, landslide risk and retaining walls on steep lots are referred to the County's Geotechnical and Materials Engineering Division for geology and soils approval, and the community's 2011 plan records a landslide among its difficulties in the 1980s and 1990s.

04

The Puente Hills are largely designated as part of the Puente Hills Significant Ecological Area, and much of the southern hillside area is federally designated critical habitat for the California coastal gnatcatcher, so native coastal sage scrub at the edge of a hillside lot is a planning question as well as a landscaping one.

Questions

What Hacienda Heights Homeowners Ask

Who issues the permits for this work in Hacienda Heights?

Los Angeles County Public Works, Building and Safety Division (La Puente District Office). Hacienda Heights is unincorporated, so building permits come from Los Angeles County Public Works, Building and Safety, through its La Puente District Office, and when Fire Department plan approval is required, building plans for the community go to the Diamond Bar Fire Prevention office.

The office's agency referral sheet flags hillside development on slopes of 25 percent or more for drainage plan check covering stormwater (NPDES and Low Impact Development) compliance, and where grading plan check applies, rough-grade approval is required before the building permit issues.

We prepare the drawings, make the submittal and handle plan-check corrections ourselves, so you are not the one chasing plan check.

What makes building in Hacienda Heights different?

Mostly single-family homes from the post-war suburban boom, many set on inward-facing, non-connecting streets and cul-de-sacs. Toward the south and on the western slopes, the ground rises past 25 percent slope into the Puente Hills, where ridgeline, fire and hillside rules begin to shape what fits on a lot.

One local condition that shapes the work: County planning for the East San Gabriel Valley Area Plan places many portions of Hacienda Heights within Very High Fire Hazard Severity Zones and Hillside Management Areas, along some 25 miles of wildland-urban interface around the Puente Hills.

Which parts of Hacienda Heights do you work in?

All of it, including Turnbull Canyon, Camino del Sur and Kwis Avenue. Our crews run every job out of our Cahuenga Pass base in Los Angeles, with our own people on site.

What does a pool or spa project cost in Hacienda Heights?

New pool construction: generally $70,000 to $150,000+ across Southern California. What moves it is size and shape, spa, water and fire features, decking material, automation, and how much access and grading the site needs. We give line-item pricing after seeing the site rather than quoting a number over the phone.

How long does a pool remodel take?

A straightforward replaster with new tile and coping usually runs three to five weeks. A full remodel that includes new decking, equipment and features typically runs eight to twelve weeks. Site access and permit timing are the two things that move that most.

How long does a new pool take to build?

Most new pool builds run about three to five months from permit to first swim. Hillside sites that need engineered retaining or difficult access sit at the longer end of that range.

Should I replaster or fully remodel?

If the shell and plumbing are sound and you only dislike the surface, replastering with new tile and coping is the efficient choice. If the equipment is aging, the deck is cracked or the shape no longer suits how you use the yard, a full remodel costs less than doing it in two separate phases.

Do you self-perform the work?

Yes. Our own crews handle the build rather than passing it to a rotating set of subs, which is why the schedule and the finish standard stay consistent.

Planning Guides

Before You Build in Hacienda Heights

Costs, materials and process notes from our own projects.

Building a Pool in Northridge: Costs and Permits A new pool in Northridge typically runs $85,000 to $165,000 all-in with decking and equipment. The tract lots are generous, the soil is workable, and the real variables are access, spa and deck square footage. Read guide Van Nuys Pool and Backyard Costs A new pool in Van Nuys runs $75,000 to $145,000, and a pool-plus-backyard package $110,000 to $220,000. Flat lots keep excavation honest; older service panels and gas meters are where budgets slip. Read guide Travertine vs Porcelain Pavers for SoCal Yards Travertine installs at roughly $22 to $30 per square foot, porcelain at $24 to $34. The real difference is heat, staining and how each one handles a chlorinated pool deck over ten years. Read guide Pool Coping Options: Concrete, Stone and Porcelain Coping runs $28 to $55 per lineal foot in concrete, $55 to $110 in natural stone and $60 to $120 in porcelain. On an average pool perimeter that is a $2,500 to $11,000 decision. Read guide
