Rowland Heights is unincorporated, so Los Angeles County writes its zoning, and the rules now sit in the East San Gabriel Valley Planning Area Standards District, adopted in 2024, with the Rowland Heights Community Standards District inside it. The community climbs south into the Puente Hills, where County planning maps lay Hillside Management slopes, the Puente Hills Significant Ecological Area and a Very High Fire Hazard Severity Zone over the same terrain. Most of the houses date from the 1960s through the 1990s, and the hillside lots inside those hazard zones run noticeably larger than the ones on the lower streets.
