ADUs & Additions built for Eagle Rock properties

Eagle Rock governed itself as an independent city from 1911 until it consolidated with Los Angeles in 1923, and it still reads as a self-contained valley, with Colorado Boulevard running along the floor and the San Rafael Hills rising at its northern edge. Early tract ads sold the land above the boulevard on its views and cool breezes, and the Hill Drive neighborhood that grew there is predominantly Craftsman, with Spanish Colonial Revival and Tudor Revival houses on streets that climb toward the foothills. Those hills bring risk as well as views: in March 1964 a wildfire swept over them from Glendale and damaged or destroyed sixteen homes. SurveyLA, the City's historic resources survey, has recorded several residential historic districts here, among them Happyland, Mt. Royal Drive and Dahlia Drive, whose Craftsman and Period Revival houses date mostly from the 1910s and 1920s.

Lots here were laid out in the early twentieth century, and most carry detached rear garages. SurveyLA records lots of 50 by 155 feet on Mt. Royal Drive, typically 50 to 60 feet wide and 130 to 150 feet deep across the Hill Drive neighborhood, with some substantially larger parcels along Hill Drive itself, and 45 to 50 feet wide by 130 to 135 feet deep on Happyland's flat streets. Happyland's hillside parcels are more irregular, running 40 to 70 feet wide and as deep as 210 feet.

We are a design-build team, which means the people who draw your project are the people who build it. Design, engineering, permits and construction run through one project manager and our own crews, so nothing gets lost in a handoff between a salesperson and a subcontractor. We are licensed, bonded and insured, CSLB license #1119054.

Permits in Eagle Rock: Private pools in the City of Los Angeles are permitted through a Combined Building-Mechanical permit, while pools serving more than two dwelling units need separate building, electrical, plumbing and mechanical permits. Using a City of Los Angeles standard plan on file with LADBS reduces plan check time. The City's Hillside Grading Area map takes in essentially all of Eagle Rock, valley floor included, so a pool that needs a building permit here also needs an LADBS grading permit for its excavation. The LADBS pool bulletin limits its prescriptive design method to lots not designated as hillside areas, so pools on hillside lots need an engineered design. Much of the neighborhood, above all the slopes ringing the valley, is also mapped Very High Fire Hazard Severity Zone and fire brush clearance zone. Where a lot is in both a Hillside Area and a Very High Fire Hazard Severity Zone, LAMC 12.22 A.33(c)(4) prohibits ADUs unless one of a few listed exceptions applies, although the City's ZA Memo 143 states that, under state HCD guidance, the restriction may not be enforced on state ADU types.

Permit details checked September 2026 against LADBS and LA City Planning. Rules change, so we confirm them again for your parcel.

Local Conditions

What building in Eagle Rock actually involves

Every city in Southern California builds differently. These are the things that change the scope, the schedule or the budget on Eagle Rock projects.

01

The hills ringing the Eagle Rock Valley are largely mapped Very High Fire Hazard Severity Zone and fire brush clearance zone, so planting near the slope is planned around brush clearance

02

LADBS sets pool setbacks on sloping lots at a quarter of the slope height from the bottom of an ascending slope and a sixth of it from the top of a descending one

03

Lots on Dahlia Drive slope upward from the street, and on Happyland's sloping sites garages may sit at the front or be built into the house, so rear-yard access is planned around grade

04

Happyland's parkways carry mature liquidambar, sycamore and oak street trees, and Mt. Royal Drive's wide parkways are lined with fan palms, jacaranda and camphor, so equipment routes are planned around established canopy

Investment

What this costs in Eagle Rock

Real Southern California ranges, not a teaser number. Every project is priced line by line after we have seen the site.

Detached ADU

$150,000 to $400,000+

What moves it: square footage, finish level, utility runs, and site access; garage conversions typically run well below a ground-up detached build

Garage conversion ADU

$80,000 to $180,000

What moves it: whether the existing slab and framing meet current code, how far utilities have to run, and the finish level of the kitchen and bathroom

Plans, drawings and permit management

$4,500 to $25,000+

What moves it: project type and size, whether structural engineering, Title 24 or a soils report is required, and how many jurisdictions or review bodies are involved

Your number depends on your lot, your access and your finishes. We walk the site, then price every line so you can see exactly where the budget goes.

Eagle Rock Questions

Common questions from Eagle Rock homeowners

Who issues the permits for this work in Eagle Rock?

Los Angeles Department of Building and Safety (LADBS). Private pools in the City of Los Angeles are permitted through a Combined Building-Mechanical permit, while pools serving more than two dwelling units need separate building, electrical, plumbing and mechanical permits. Using a City of Los Angeles standard plan on file with LADBS reduces plan check time. The City's Hillside Grading Area map takes in essentially all of Eagle Rock, valley floor included, so a pool that needs a building permit here also needs an LADBS grading permit for its excavation. We prepare the drawings, make the submittal and handle plan-check corrections ourselves, so you are not the one chasing plan check.

What makes building in Eagle Rock different?

Lots here were laid out in the early twentieth century, and most carry detached rear garages. SurveyLA records lots of 50 by 155 feet on Mt. Royal Drive, typically 50 to 60 feet wide and 130 to 150 feet deep across the Hill Drive neighborhood, with some substantially larger parcels along Hill Drive itself, and 45 to 50 feet wide by 130 to 135 feet deep on Happyland's flat streets. Happyland's hillside parcels are more irregular, running 40 to 70 feet wide and as deep as 210 feet. One local condition that shapes the work: The hills ringing the Eagle Rock Valley are largely mapped Very High Fire Hazard Severity Zone and fire brush clearance zone, so planting near the slope is planned around brush clearance.

Which parts of Eagle Rock do you work in?

All of it, including Hill Drive, Happyland, Mt. Royal Drive and Dahlia Drive. Our crews run every job out of our Cahuenga Pass base in Los Angeles, with our own people on site.

What does an ADU or addition cost in Eagle Rock?

Detached ADU: generally $150,000 to $400,000+ across Southern California. What moves it is square footage, finish level, utility runs, and site access; garage conversions typically run well below a ground-up detached build. We give line-item pricing after seeing the site rather than quoting a number over the phone.

How long does an ADU take start to finish?

Plan a realistic year. Design and engineering typically take one to three months, city plan check and corrections add several more, and construction usually runs four to eight months depending on size and site access.

Is a garage conversion cheaper than a detached ADU?

Usually yes, and often substantially, because the foundation, walls and roof already exist. The trade-offs are that you lose the garage, and older slabs and framing sometimes need upgrading to meet current code.

Can I rent the ADU out?

California ADU law is designed to allow long-term rental, and an ADU is one of the few ways to add rentable square footage to a single-family lot. Short-term rental rules vary by city, so confirm your local ordinance before counting on that income.

Do you handle the permits?

Yes. Plans, engineering, Title 24 and the city submittal are all handled in-house, including responding to plan-check corrections. That is a service we sell on its own, so it is not something we hand off.
