Plans, Permits & Design in West Hills

Architectural drawings, structural engineering, Title 24 and full permit management. Designed, permitted and built by our own crews.

Plans, Permits & Design built for West Hills properties

On the west edge of the Valley, the Simi Hills push right up against the neighborhoods, and that proximity drives most of what we plan for here. Properties along Valley Circle and the canyon streets sit in fire hazard territory with real brush clearance obligations, sloping rear yards, and oak canopy that triggers protected-tree review. Farther east the ground flattens into conventional tracts, and the job becomes a straightforward yard build.

Parcels run from flat 7,000-square-foot tract lots on the east side to larger sloping half-acre-plus properties toward the hills, several of which back directly onto open space and natural brush.

We are a design-build team, which means the people who draw your project are the people who build it. Design, engineering, permits and construction run through one project manager and our own crews, so nothing gets lost in a handoff between a salesperson and a subcontractor. We are licensed and insured, LIC #1119054.

Permits in West Hills: LADBS issues residential building, grading and pool permits here, with plan check and inspection at the Van Nuys Development Services Center under the Canoga Park-Winnetka-Woodland Hills-West Hills Community Plan. Properties along the western edge toward the Simi Hills fall inside Very High Fire Hazard Severity Zone mapping, expanded in Cal Fire's 2025 recommended Local Responsibility Area maps for Los Angeles County, which brings LAFD brush clearance requirements and California Building Code Chapter 7A ignition-resistant construction standards. Sloping parcels can also fall in the city's designated hillside area under the Baseline Hillside Ordinance (No. 184,802), limiting grading quantity, height and retaining wall dimensions. Oak and western sycamore are widespread on the canyon-side lots and are protected at four cumulative inches of trunk diameter, requiring an Urban Forestry permit before removal or encroachment.

Local Conditions

What building in West Hills actually involves

Every city in Southern California builds differently. These are the things that change the scope, the schedule or the budget on West Hills projects.

01

Rear yards on the canyon side slope toward natural drainage courses, so retaining walls, subdrains and erosion control usually come before any finished surface goes in.

02

Shallow sandstone and cobble in the western foothills slows excavation and can force a redesign of shell depth or footing layout once a probe is done.

03

Santa Ana wind exposure and ember drift favor noncombustible decking, enclosed eaves, ember-resistant vents and hardscape in the immediate zone around structures.

04

Established oak canopy shades much of the older housing stock, limiting solar siting and constraining excavator routing around protected root zones.

Investment

What this costs in West Hills

Real Southern California ranges, not a teaser number. Every project is priced line by line after we have seen the site.

Plans, drawings and permit management

$4,500 to $25,000+

What moves it: project type and size, whether structural engineering, Title 24 or a soils report is required, and how many jurisdictions or review bodies are involved

Detached ADU

$150,000 to $400,000+

What moves it: square footage, finish level, utility runs, and site access; garage conversions typically run well below a ground-up detached build

Retaining walls

$60 to $150 per face foot

What moves it: height, whether the wall is engineered, material choice, drainage behind the wall, and access for equipment and materials

How We Build

Your West Hills project, step by step

01

Feasibility

We check zoning, setbacks, easements and utilities to confirm what the property will actually support before you spend on drawings.

02

Survey & As-Builts

The site and existing structure are measured and drawn so the permit set starts from reality, not an old plot plan.

03

Design Development

Plans and elevations developed to the level of detail plan check expects, with 3D so you can see it clearly.

04

Consultants

Structural engineering, Title 24 and, where the site needs it, a soils report are coordinated into one set.

05

Submittal

We make the submittal and act as the applicant, so correspondence with the city comes to us rather than to you.

06

Corrections & Issue

We respond to plan-check corrections, resubmit, and see the permit through to issue.

West Hills Questions

Common questions from West Hills homeowners

Who issues the permits for this work in West Hills?

Los Angeles Department of Building and Safety (LADBS). LADBS issues residential building, grading and pool permits here, with plan check and inspection at the Van Nuys Development Services Center under the Canoga Park-Winnetka-Woodland Hills-West Hills Community Plan. We prepare the drawings, make the submittal and handle plan-check corrections ourselves, so you are not the one chasing the city.

What makes building in West Hills different?

Parcels run from flat 7,000-square-foot tract lots on the east side to larger sloping half-acre-plus properties toward the hills, several of which back directly onto open space and natural brush. In practice that means rear yards on the canyon side slope toward natural drainage courses, so retaining walls, subdrains and erosion control usually come before any finished surface goes in..

Which parts of West Hills do you work in?

All of it, including Shadow Ranch, Platt Ranch, Orcutt Ranch. We are based in Los Angeles at Cahuenga Pass, so West Hills is a short run for our crews rather than a job we service from out of the area.

What does plans, permits & design cost in West Hills?

Plans, drawings and permit management in this market generally runs $4,500 to $25,000+. What moves it is project type and size, whether structural engineering, Title 24 or a soils report is required, and how many jurisdictions or review bodies are involved. We give line-item pricing after seeing the site rather than quoting a number over the phone.

Can you do the plans without doing the build?

Yes. Plans and permits is a service we sell on its own, and plenty of clients use us for the drawing set and permit management and build with someone else. We would rather do it properly than tie it to a construction contract.

Why do permit costs vary so much?

Because the required consultants vary. A straightforward patio cover needs a modest set. An ADU on a sloped lot may need structural engineering, Title 24, a soils report and a survey, and each of those is a separate specialist fee on top of the city's own plan-check and permit charges.

What causes plan-check corrections?

Most commonly incomplete structural detail, missing Title 24 forms, drainage not shown, or a discrepancy between the site plan and the survey. Corrections are normal, not a failure. The thing that costs time is a slow response to them, which is why we act as the applicant.

Do you handle HOA approval too?

Yes, where a community requires it. HOA architectural review runs on its own calendar and its own standards, entirely separately from the city, and starting it late is one of the most common reasons a project slips.
