Building Here
Groundwater Less Than Ten Feet Down
Fountain Valley is level ground with water close underneath. Much of it was swampland in the early 1900s, and the city's 2023 vulnerability assessment still puts groundwater within ten feet of the surface and rates nearly the whole city as susceptible to liquefaction.
That makes a site-specific soils study the quiet starting point for a pool shell or ADU foundation, while the same assessment maps no Very High Fire Hazard Severity Zone or wildland-urban interface inside the city. Planning, Public Works and the Building Division each have a hand in a pool plan, and a new ADU is expected to read as part of the house, matching its exterior color, roof and window types.
Level single-family lots where the city's development standards, rather than slope, set the limits: lot coverage tops out at 60 percent including accessory structures, or 50 percent on parcels of 10,000 square feet or more, and 1,000 square feet of open space must stay in the rear yard.
Pool equipment and AC units need a three-foot setback in a side yard, or 18 inches behind the house in the rear yard. A detached ADU goes in the rear yard at least ten feet from the main house, and the city requires no more than four feet of side and rear setback for it.

Permits in Fountain Valley
City of Fountain Valley Building Division
In-ground pools and spas go through plan review with the Building Division at 10200 Slater Avenue, and the submittal includes two sets of stamped, wet-signed structural plans and a steel schedule prepared by a California licensed engineer. The Planning Department verifies setback distances to property lines, Public Works staff review the plans for utility easements, site grading, site drainage and encroachment permit requirements, and the shotcrete requires deputy inspection.
The city's single-family standards set pools and spas back five feet from the house and from the side and rear property lines. ADUs are governed by FVMC 21.08.055, and an attached or detached unit must match the main house in exterior color and material, roof material and color, and window and door types, with clerestory or frosted glass on any ADU window within five feet of a property line.

What We Plan For
- Liquefaction-aware pool and ADU foundations
- Deputy-inspected shotcrete pool shells
- Flood zone and site drainage planning
- ADU architectural compatibility detailing
- The city's 2023 vulnerability assessment places groundwater less than ten feet below the surface, likely a legacy of the swampland that covered the area in the early 1900s, and shows all of Fountain Valley except an isolated area along Newland Street as susceptible to liquefaction, with especially high potential beside the Santa Ana River and south of the I-405.
- The same assessment notes that a site-specific geotechnical study is the only reliable way to establish a lot's liquefaction potential, so soils data belongs at the start of any pool shell or ADU foundation design.
- Most of the city lies in FEMA Flood Zone X, protected from the 100-year flood by the Santa Ana River 1 Levee System along its eastern boundary, while the northwestern portion is Zone A. The assessment names the areas near Sandalwood Street, Walnut Street and Heil Avenue among the residential areas subject to flooding in heavy rain, so a parcel's flood zone and drainage path are worth confirming before grading is designed.
- The terrain is level or nearly level, and the assessment found no Very High Fire Hazard Severity Zone and no wildland-urban interface in the city, so slope retention and wildfire construction rules seldom shape a backyard design here.
- Pool site plans must show lot dimensions, pool and spa setbacks to property lines and structures, every existing utility easement, site drainage and slope direction, and the locations of the pool equipment, electrical panel and gas meter.
