Oak Park is the largest unincorporated community in Ventura County, so building permits come from the County's Resource Management Agency and land use follows the Oak Park Area Plan. Its first 600 homes went up in the mid-1960s, and a court-approved agreement in 1974 cleared the way for the rest of the community in return for more than 1,843 acres of donated land for a fire station, a County administration building, schools, parks and open space. The community reached build-out in 2002, and the open space within and around it is permanently dedicated parkland. For a remodel or backyard project today, three rules come first: the Area Plan holds development to the setback standards in the adopted Oak Park Development Plans, oaks and sycamores near the work bring in the County tree ordinance, and under County Building Code Section 712A an addition or alteration to a house built before the July 1, 2008 wildfire exposure standards must meet those standards in the area of work.

A planned community built in stages from the mid-1960s to its 2002 build-out, under Development Plans the County approved for four planning zones between 1974 and 1991. The Area Plan provides for a mix of apartments, attached single-family homes and conventional detached houses, with residential designations ranging from one to twenty dwelling units per acre, and the tracts sit within and against permanently dedicated open space.

Ventura County Resource Management Agency, Building and Safety Division

Oak Park is unincorporated, so building permits are issued by the Ventura County Resource Management Agency's Building and Safety Division, and land use follows the County's Oak Park Area Plan, which requires all development to meet the setback standards in the adopted Oak Park Development Plans. The County Tree Protection Ordinance (Non-Coastal Zoning Ordinance Section 8107-25) protects oaks and sycamores 9.5 inches or more in circumference, measured at least 4.5 feet above ground, and it covers pruning beyond set limits, removal, trenching, excavation or other encroachment inside a protected zone that runs five feet past the canopy edge and at least 15 feet from the trunk; many of those activities need a County tree permit. When a permit is issued for a new or remodeled pool or spa at a single-family home, Ventura County Building Code Section 3109.3 requires drowning-prevention measures, except on a spa with a locking safety cover that meets ASTM F1346, and the building inspector checks them before authorizing the pool to be filled.

  1. CAL FIRE's 2025 Local Responsibility Area map places most of Oak Park's residential tracts in a Very High Fire Hazard Severity Zone, with smaller High and Moderate pockets, and the Area Plan requires a fuel modification zone of at least 100 feet around all residential areas, built to the Crown Edge landscape and planting standards in the adopted Development Plans, so planting and outdoor structures near the open-space edge are planned with wildfire exposure in mind.

  2. Medea Creek and Lindero Creek are among the County Red Line Channels in the Oak Park area, and the Area Plan requires a Watercourse Permit from the County Public Works Agency for any construction affecting them.

  3. On hillside lots, Ventura County Building Code Section 456 calls for rated exterior walls and openings on a building within 30 feet of the top of a slope more than 100 feet tall, for slopes between 5:1 and 0.5:1.

  4. The Area Plan limits outdoor construction and grading equipment to 7:00 a.m. to 6:00 p.m., Monday through Saturday, and requires construction generators to sit at least 300 feet from occupied homes or be shielded, which sets the daily window for excavation, concrete and gunite work.
