The Slope Decides Where the Pool Goes
Corona grew up around a circle. Civil engineer H.C. Kellogg turned founder R.B. Taylor's idea of a grand circular boulevard into Grand Boulevard, with a grid of streets enclosed inside it, and the loop hosted the Corona Road Races between 1913 and 1916, by which time the town was already known as the Lemon Capital of the World.
The city has since added more than thirty specific plans, from Sierra Del Oro and Corona Ranch to Eagle Glen and Dos Lagos. On a backyard here the deciding questions are slope position, where the pool equipment can legally sit, and whether the parcel falls in a mapped fire hazard zone.
Two broad patterns: the original grid of streets enclosed by Grand Boulevard, and the later specific-plan communities, where development standards are set plan by plan. Slope position and fire hazard mapping vary from lot to lot, so both are checked before design starts.

City of Corona Planning & Development Department, Building Division
The Building Division is one of four divisions in the Planning & Development Department, alongside Planning, Code Compliance and Development Services, and works from 400 South Vicentia Avenue on a Monday-through-Thursday schedule, closed Fridays.
Plans are submitted and tracked through the city's eTRAKiT portal. The division's pool advisory requires Development Services and Planning approval before a pool goes to building plan check, structural plans prepared and stamped by a licensed architect or engineer, and a soils report wherever the Building Official calls for one; barbecue islands that include a sink also require plan review.
Chapter 7A ignition-resistant construction applies in the mapped Very High Fire Hazard Severity Zone, the city's 2025 map update extends that standard to High zones once adopted, and applicants are asked to verify a parcel's zone before plan check.

A pool shell closer than seven feet to the top of a slope must be engineered to hold its water without soil support, and near the toe of a slope steeper than one in three the setback is a quarter of the slope height, so slope position often decides where a pool can sit.
Pumps and filters must stand at least ten feet from an adjoining property line unless a block wall at least five feet high, extending two feet past the equipment on each side, separates them from the neighbor, which drives equipment pad and sound wall placement.
Roughly 3,000 structures sit inside the city's Very High Fire Hazard Severity Zone and just over 14,000 more lie within half a mile of it, so venting, decking and cladding choices near the wildland edge are made with ember exposure in mind.
Staging sand or materials in the street during a pool build requires an encroachment permit from Development Services, and draining a pool or backwash to the sewer through a P-trap is prohibited without Utilities Department approval, so logistics and discharge are planned before excavation.
