The Community Development Department covers Planning, Building and Community Preservation; the Building Division at 4845 Casa Loma Avenue handles plan review, permit issuance and construction inspection. As of April 2026 the division replaced unscheduled walk-in service with a scheduled appointment program for over-the-counter plan check, code consultations and large project submittals, so counter time should be booked rather than assumed.
Large portions of the hillside and canyon areas are mapped in a Very High Fire Hazard Severity Zone, which brings ignition-resistant construction and defensible space requirements into scope. Hillside Development regulations (Chapter 18.30) apply to any part of a property with a natural or manufactured slope of 15 percent or more, and equestrian trail easements recorded across residential parcels restrict what can be built over them.
